The qualification paper consists of 44 pages of typewritten text, 4 addenda, 6 tables, 6 pictures. List of reference links has 27 titles. The key terms are human resources management, personnel motivation, staff recruitment and development, current situation analysis, estimate, planning, prognosis. The research subject is the activity at the sphere of human resources management of “Vsemajki-N” LLC. The research target is “Vsemajki-N” LLC. The research goal is the formation of human resources management system at a company. The research tasks are:  to disclose the term and substance of human resources management system at a company;  to consider the principals and methods of the formation of human resources management system;  to estimate efficiency of management system at “Vsemajki-N” LLC;  to work out recommendations for the development of human resources management system at “Vsemajki-N” LLC Theoretical and methodological basics of the research consists of Russian and foreign scholars’ works about problems of human resources management, staff recruitment, motivation and development. The analyzing period is from 2012 till 2014. The research work consists of the introduction, three chapters, conclusion, reference list and addenda. The theoretical basics of the formation of human resources management system at a company was disclosed at the first chapter.
